City Manager
The City Manager is appointed by the City Council and serves as the chief executive officer under the policy direction and goals of the City Council. The City Manager is responsible for planning, organizing and directing City operations including financial and personnel activities for the following departments: Administration, Community Development, Finance, Information Technology, Legal and Municipal Court, Library, Parks and Recreation, Planning and Police.

A message from City Manager, Adam Garvin:
"I’m honored and grateful for the opportunity to continue serving the McMinnville community as City Manager.
Having grown up in McMinnville and served this community in several capacities over the years, I care deeply about both the organization and the people we serve. I’m committed to maintaining a city organization that is approachable, solution oriented, and focused on serving the public well.
My focus moving forward is centered on supporting City staff, fostering collaborative working relationships across the organization and with the City Council, community organizations, and regional agency partners, improving core public services, and ensuring the City operates in a responsive, transparent, and financially responsible manner. I believe local government works best when it remains accessible, communicates clearly, and consistently delivers quality services to the community.
I also want to recognize the dedicated City employees who serve this organization and community every day. Their professionalism, experience, and commitment to public service are important to the continued improvement, stability, and long term success of the organization.
Serving in this role has provided a deeper appreciation for the work our employees do every day and the complexities involved in delivering public services. I look forward to continuing to listen, learn, and work alongside our team as we address challenges and identify opportunities to better serve the community.
As McMinnville continues to grow and evolve, we have an opportunity to thoughtfully invest in infrastructure, public safety, parks, downtown, neighborhoods, and the long term vitality of the community while preserving the character that makes McMinnville special. My goal is to help foster a stable, collaborative, and high performing organizational culture that positions the City to effectively meet both current needs and future opportunities.
