Leave

The City of McMinnville offers its employees a variety of leave options including sick leave, family/medical leave, vacation, and holiday leave. For the most accurate information employees should consult their applicable collective bargaining agreement or the Employee Handbook.

Vacation

Eligible City employees accrue vacation based on their years of service in a regular-budgeted full-time position. To establish vacation accrual rates upon hire, prior relevant service will be considered. Vacation accrual schedules are as follows:

21+ years 13.33/month

 

Sick Leave

Sick leave is a paid leave benefit provided to employees for their (or their family member's) injury, mental or physical illness, health condition, need for a medical diagnosis, or the need for preventative medical care. Sick leave may also be used to care for an infant or newly adopted child under 18 years of age or to care for a newly placed foster child. Additionally, sick leave is available for absences related to domestic violence, harassment, sexual assault, or stalking. Sick leave is also available for absences related to a public health emergency and for bereavement purposes. Regular-budgeted full-time employees accrue 8 hours of paid sick leave each month. All other employees accrue paid sick leave at a rate of 1 hour of leave per 30 hours worked. 

Holidays

Regular-budgeted full-time employees enjoy 10 paid holidays. Any holiday that falls on a Saturday will be observed the preceding Friday. Any holiday that falls on a Sunday will be observed the Monday immediately following. The following paid holidays are observed:

  • New Years' Day (January 1)
  • Martin Luther King Jr. Day (3rd Monday in January)
  • President's Day (3rd Monday in February)
  • Memorial Day (Last Monday in May)
  • Juneteenth Day (June 19)
  • Independence Day (July 4)
  • Labor Day (1st Monday in September)
  • Veterans' Day (November 11)
  • Thanksgiving Day (4th Thursday in November)
  • Day After Thanksgiving Day
  • Christmas Day (December 25)

Floating Holidays & Management Leave

Employees in regular-budgeted full-time positions receive two paid floating holidays each fiscal year (July 1 - June 30). Employees in exempt positions (typically managers and supervisors) also receive between three and five days of management leave each fiscal year. Floating holidays and management leave may not be carried forward into the following fiscal year.

FMLA/OFLA

In accordance with the Family Medical Leave Act (FMLA) and the Oregon Family Leave Act (OFLA), the City of McMinnville provides access to protected leave so that employees can meet health needs and parental obligations. FMLA and OFLA leave are unpaid; employees are expected to use accrued leave while on FMLA/OFLA leave. Paid family leave is coming to Oregon in 2023. 

Employees are eligible for up to twelve weeks of leave through FMLA if they have worked for the City of McMinnville for twelve months and worked at least 1,250 hours in twelve months immediately preceding the leave. Employees are eligible for up to twelve weeks of leave through OFLA if they have worked for the City of McMinnville for 180 days and worked at least an average of 25 hours per week in the 180 days immediately preceding the leave. Employees are eligible for up to twelve weeks of parental leave through OFLA if they have worked for the City for at least 180 days (no weekly worked hours requirement). 

The City tracks FMLA and OFLA concurrently and on a calendar year basis. 

FMLA/OFLA leave may be used for a variety of reasons. Typically the leaves may be used for:

  • Parental leave (for the birth, adoption, or foster placement of a child)
  • Your own serious health condition
  • Your family member's serious health condition
  • Bereavement leave (runs concurrently with the City's paid bereavement leave program)
  • Military family leave

To request FMLA/OFLA leave, please complete an FMLA/OFLA Request Form (below) and submit to HR either via email or through a Secure File Transfer. You will be required to provide a medical certification and an affidavit of family relationship, if applicable. For questions regarding FMLA/OFLA and all other forms of leave, please contact the HR Department.

Leave Donation

Employees who meet the eligibility requirements for FMLA/OFLA but do not have sufficient leave accruals may apply for donated leave. The leave donation program is anonymous and confidential. Employees in regular-budgeted full-time positions may donate vacation leave hours to employees in need.
