COUNCIL SNAPSHOT FOR DECEMBER 12, 2023

The McMinnville City Council met on December 12, 2023 and took the following actions:

Approved Resolutions:

2023-64: Awarding the Contract for Park and Open Space Unarmed Security Services to NAS Security Services LLC. (Point of Contact: David Renshaw, Public Works Operations Superintendent)

2023-66: Adopting a supplemental budget amendment for fiscal year 2023-24 in the Affordable Housing Fund. (Point of Contact: Jennifer Cuellar, Finance Director)

2023-67: Adopting a fiscal year 2023-24 a contingency transfer in the General Fund and a budget amendment for the Fire District Transition Fund and General Fund. (Point of Contact: Jennifer Cuellar, Finance Director)

2023-68: Approving and Authorizing Execution of an Intergovernmental Agreement for the Transfer of Assets, Obligations and Liabilities to the McMinnville Fire District. (Point of Contact: Walt Gowell, Special Legal Counsel for City of McMinnville)

2023-69: Approving an Amendment to the Intergovernmental Agreement Between the City of McMinnville, Oregon, and McMinnville Fire District for Temporary Fire and Emergency Response Services for a Specified Term. (Point of Contact: David Ligtenberg, City Attorney)

2023-70: appointing and re-appointing members to the City’s various Boards, Committees, and Commissions. (Point of Contact: Tom Schauer, Senior Planner)

Ordinance 5141: 

Second Reading of Ordinance No. 5141: Adopting the November 2023 “McMinnville Urbanization Report”, and Updating the McMinnville Comprehensive Plan, Volume I, by Adopting the November 2023 “McMinnville Housing Needs Analysis” and the November 2023 “McMinnville Economic Opportunities Analysis”, and Repealing Ordinances No. 4746 and 4976 . In other business: 

Herd a presentation from David Renshaw, Liz Flizar, Susan Muir and John Pheanis from MIG regarding Park Maintence Level of Service. 

Held Police Department Oath of Office Ceremonies.

Heard a McMinnville Water & Light (MW&L) Update Presentation from General Manager John C. Dietz.

Heard a McMinnville Downtown Association (MDA) Annual Presentation from Executive Director Doris Towery.

Held a Public Hearing for Resolution No. 2023-66: adopting a supplemental budget amendment for fiscal year 2023-24 in the Affordable Housing Fund.

Approved a permit of the Noise Ordinance Waiver from Chris Durig of The Oak for December 31, 2023 for a New Years Eve Party. 

City Council met in Executive Session immediately following the regular meeting pursuant to ORS 192.660(2)(e): To conduct deliberations with persons designated by the governing body to negotiate real property transactions.
