The McMinnville City Council met on May 12, 2026 and took the following actions:

Held Public Hearings for:

Ordinance No. 5180: An Ordinance annexing to the City of McMinnville Tax Lot R4430AD00100.

Resolution No. 2026-20: A Resolution Adopting a Planning and Engineering Fee Schedule for the City of McMinnville and Repealing Prior Resolutions Establishing Such Fees.

 

Approved Resolutions:

2026-20: A Resolution Adopting a Planning and Engineering Fee Schedule for the City of McMinnville and Repealing Prior Resolutions Establishing Such Fees. (Point of Contact: Geoff Hunsaker, Public Works Director)

2026-26: A Resolution accepting Federal Aviation Administration and State of Oregon Department of Aviation grant awards and authorizing the City Manager to execute the grant agreements. (Point of Contact: John Paskell, Airport Manager)

2026-27: A Resolution awarding the Airport Perimeter Fence and Supplemental Wind Cone construction project contract to Dallum Build Company. (Point of Contact: John Paskell, Airport Manager)

2026-28: A Resolution authorizing the City Manager to execute a contract amendment to the 2024 Goods and Services Contract (Project 2024-2) with CitySweepers, LLC, to provide downtown sweeping services. (Point of Contact: Logan Adams, Engineering Technician)

Ordinance No. 5175: An Ordinance memorializing the City Council’s decision for the EMPWR appeal of the Planning Commission’s denial of SE 1-25. (Point of Contact: Heather Richards, Community Development Director)

Ordinance No. 5179: An Ordinance approving a Zone Change to the R-3 Medium-Density, 6000 SF Lot Residential Zone (Docket ZC 2-24) and approving a Tentative Subdivision Plan (Docket S 2-24) for Tax Lots R4430AD 00100 and R4430AD 00201 upon annexation of Tax Lot R4430AD 00100 into the City limits, with both tax lots totaling approximately 2.7 acres, located at 1465 and 1525 SW Cypress Ln. (Point of Contact: Tom Schauer, Senior Planner)

To Provide Public Comment:  PROPOSED UPDATES TO THE PLANNING, ENGINEERING AND BUILDING FEE SCHEDULES

The City Council will conduct a hearing and make a decision to approve, amend or deny the proposed amendments to the Planning and Engineering fee schedules.  The fees are proposed to take effect on July 1, 2026.  Persons are hereby invited to attend the McMinnville City Council meeting to observe the proceedings, to register any statements in person, by attorney, or by mail to assist the McMinnville City Council in making a decision. Copies of the proposed Planning and Engineering Fees can be found on the City of McMinnville website at www.mcminnvilleoregon.gov, or by calling the Planning Department at 503-434-7311.

  • Testimony can be provided at the meeting in person or via teleconference, or submitted in writing prior to the meeting.
  • Written Testimony In Advance of the Public Hearing: Email Heather.Richards@mcminnvilleoregon.gov before 12:00 pm on Monday, May 11th to provide written testimony or mail to Community Development Director, 231 NE 5th St. McMinnville, OR 97128.  Written testimony must be received by 12:00 pm on Monday, May 11th.
  • Testimony at the Public Hearing: You can testify in person at the public hearing, or virtually via Zoom.  If you would like to pre-register to testify please provide your name and phone number, or Zoom name, to the Community Development Director's Office before 4:00 pm on Tuesday, May 12th. You can also sign up to testify at the meeting.
