COUNCIL SNAPSHOT FOR DECEMBER 09, 2025

The McMinnville City Council met on December 09, 2025 and took the following actions:

Ordinances (SECOND READING SCHEDULED FOR 12/17):

Ordinance No. 5165: Amending Title 17 (Zoning) of the McMinnville Municipal Code Chapter 17.57 “Landscaping” and Chapter 17.58 “Trees” and Approving the Decision, Findings, and Conclusionary Findings for Docket G 2-24. (Point of Contact: Taylor Graybehl, Senior Planner)

Approved Resolutions:

2025-64: Resolution appointing volunteers to the City’s Boards, Commissions, and Committees. (Point of Contact: Heather Richards, Community Development Director)

2025-65: Resolution approving the issuance of the certificate for the canvass of the returns of the votes cast at the Special Election conducted on November 4, 2025, in regard to Measure 36-237 “Bonds to build Recreation Center; update parks, senior center, library.” (Point of Contact: Claudia Cisneros, City Recorder)

2025-66: Resolution ratifying a collective bargaining agreement between the City of McMinnville and the McMinnville Police Association (MPA) for the period starting July 1, 2025 and ending June 30, 2028. (Point of Contact: Vicki Hedges, Human Resources Director)

2025-67: Resolution Amending Resolution 2007-05 to Increase the Number of City Councilors Serving on the Audit Committee from Two (2) to Three (3). (Point of Contact: Adam Garvin, Interim City Manager)

Approved Ordinances:

Ordinance No. 5166: Approving a Zone Map Amendment from M-1 Zoning (Light Industrial) to M-2 (General Industrial) and a Conditional Use Permit for Property of Approximately 9.00 Acres Located at 4150 NE Riverside Drive (Tax Lot R4414 01000), Docket ZC 1-25 and CU 1-25. (Point of Contact: Taylor Graybehl, Senior Planner)

Ordinance No. 5167: Amending Portions of Chapter 2.30 of the McMinnville Municipal Code, Specific to the McMinnville Economic Vitality Leadership Council. (Point of Contact: Heather Richards, Community Development Director)

Appointed Jon Johnson for a four-year term to the McMinnville Water and Light Commission.

Approved OLCC Application request from Casteel Custom Bottling (Jon Ryslinge) for Warehouse. 

Approved OLCC Application request from NAM LLC dba Spices N Slices (Birpal Johal) for Full On Premise – Commercial.
