Notice of Ballot Title

NOTICE OF BALLOT TITLE RECEIPT is hereby given that a ballot title for a measure referred by the McMinnville City Council to the voters at the November 4, 2025 Special Election has been filed with the City Elections Officer on July 22, 2025. A copy of the ballot title is available from the City’s Elections Officer:
CAPTION: Bonds to build Recreation Center; update parks, senior center, library
QUESTION: Shall McMinnville build an aquatics/recreation center; enhance library, parks, senior center; issue bonds not exceeding $98,500,000; require citizen oversight?
No later than 5 p.m. on July 31, 2025, any elector may petition the Yamhill County Circuit Court requesting a different ballot title and stating why the ballot title prepared by the City Council is unsatisfactory. A copy of the full ballot title is available at the McMinnville City Hall, 230 NE Second Street, McMinnville, Oregon 97128.

The City of McMinnville Elections Officer received a ballot title from the City Council via Resolution No. 2025-44 on July 22, 2025, for Referral No. 2025-01.

Appeal Period:
Any registered voter dissatisfied with the ballot title issued by the City Council may petition the Yamhill County Circuit Court to review the ballot title.

If a registered voter petitions the Yamhill County Circuit Court to review the ballot title, then the voter must notify the City Elections Officer no later than 5 p.m. on the next business day following the day the petition is filed. If this notice is not timely filed, the petition to the Circuit Court may be dismissed.
