COUNCIL SNAPSHOT FOR MARCH 10, 2026

The McMinnville City Council met on March 10, 2026 and took the following actions:

Approved Resolutions:

2026-05: Resolution authorizing the Interim City Manager to execute an extension to the Yamhill County Health and Human Services behavioral health services contract for Community Outreach Services and training (Point of Contact: David Ligtenberg, City Attorney)

2026-06: Resolution adopting a policy for media attendance at executive sessions (Point of Contact: David Ligtenberg, City Attorney)

2026-13: Resolution authorizing the City Manager to execute a purchase order with HD Fowler in the amount $109,798.28, to supply replacement check valves at the Raw Sewage Pump Station, Project 2026-5 (Point of Contact: Kevin Wood, Engineering Program Manager - Utilities)

2026-14: Resolution Appointing Members to the Diversity, Equity, and Inclusion Advisory Committee (Point of Contact: Noelle Amaya, Communication & Engagement Manager)

2026-15: Resolution authorizing the City Manager to execute an Intergovernmental Agreement between the City and the Oregon Department of Transportation for the Third Street Improvement Project(Point of Contact: Jeff Gooden, Project Manager, Jody Christensen, Special Projects Manager & James Lofton, City Engineer)

2026-17: Resolution authorizing the City Manager to enter into a Professional Services Contract for the NE Gateway Sanitary and Storm Sewer Replacement, Project 2025-12, with AKS Engineering & Forestry, LLC (Point of Contact: Kevin Wood, Engineering Program Manager - Utilities)

Ordinances (SECOND READING SCHEDULED FOR 03/24):

Ordinance No. 5173: Approving a comprehensive plan map amendment (Docket CPA 1-25) and zone map amendment (Docket ZC 2-25) for approximately 26.07 acres, located at 2325 NE Three Mile Lane, 160 NE Atlantic Street, 2305, 2245, 2225, 2215, and 2205 NE Cumulus Avenue, and tax lot R4422CC 01102 (Tax Lot R4414 01000), Docket ZC 1-25 and CU 1-25. (Point of Contact: Taylor Graybehl, Senior Planner)

Executive Session: 

City Council met in ONE Executive Sessions immediately following the Regular meeting:

PURSUANT TO ORS 192.660(2)(e): To conduct deliberations with persons designated by the governing body to negotiate real property transactions.

• Fill out a physical public comment card found at McMinnville City Hall; any time up to 12:00 p.m. the day BEFORE the meeting, but not before 5:00 p.m. on the day the agenda is posted for the following week;
• Attend in person and fill out a public comment card.
