COUNCIL SNAPSHOT FOR AUGUST 25, 2026

The McMinnville City Council met on August 25, 2026 and took the following actions:

Municipal Court Annual Presentation: Was removed from the agenda on 08.24 and will be brought back to Council on September 8th.

Ordinance No. 5181: Was removed from the agenda on 08.24 and will be brought back to Council on September 22nd.

Resolution No. 2026-49: Was bumped from the agenda and will be brought back to Council on September 8th.

Ordinance No. 5182: Council called for a public hearing and this item will come before Council on September 16th.

Ordinance No. 5183: Council left public hearing open and will be brought back before council on September 22nd.

Held Public Hearings for:

Public Hearing regarding Ordinance No. 5183: An Ordinance annexing to the City of McMinnville Tax Lot R4409CD00100. (Point of Contact: Heather Richards, Community Development Director)

Public Hearing and Ruling: An Order memorializing the City Council’s decision for the appeal of the Planning Commission’s decision for AP 4-26 (Docket # DDR 1-26). (Point of Contact: Evan Hieptas, Planning Manager)

Approved Resolutions:

Resolution No. 2026-46: Adopting findings and exempting from public bidding requirements and authorizing the City Manager to enter into a Construction Contract for the WRF Headworks Influent Fine Screen Rebuild, Project 2026-4, with the Parkson Corporation. (Point of Contact: Kevin Wood, Engineering Program Manager - Utilities)

• Oral Testimony: Pre-register to speak during the public hearing by providing your name and phone number, or Zoom name, to the Planning Division Office before 12:00 pm on Tuesday, August 25, 2026. During the public hearing, the City Recorder will read the list of those who pre-registered. When the City Recorder calls out your name, you will have three minutes to speak. You can preregister by emailing Heather.Richards@mcminnvilleoregon.gov or calling (503) 474-5107.);
• Written Testimony: Email testimony to Heather.Richards@mcminnvilleoregon.gov or mail to McMinnville Planning Division, 231 NE 5th Street McMinnville, OR 97128. Written testimony submitted to the Planning Division must be received by noon on Monday August 24, 2026 to be provided to the City Council in advance of the meeting.  If you want to bring written testimony to the public hearing, please bring 12 copies of your testimony for distribution.
• Attend in person and fill out a public comment card.

• Fill out a physical public comment card found at McMinnville City Hall; any time up to 12:00 p.m. the day BEFORE the meeting, but not before 5:00 p.m. on the day the agenda is posted for the following week;
• Attend in person and fill out a public comment card.
